The Bucs...? Really? How is that possible?
During the 1980s, the Tampa Bay Buccaneers had the worst regular season won-loss record of any NFL team, 45-106. On the other hand, the San Francisco 49ers compiled the best record during the 80s, 104-47, including 4 Super Bowl championships.
There was no Salary Cap or Floor, and Culverhouse had the lowest Payroll in all the NFL damn near every year he owned the team. His expenses were Darn near Nothing.
They were still pulling levers in the 2000's as well. Here is a snippet from an article about the NFL salary cap and how the Bucs manipulated the system.
"A person familiar with the finances of the Tampa Bay Buccaneers says that last season, the team signed two free-agents, running back Noah Herron and defensive end Patrick Chukwurah, for contracts that totalled $25 million. Under the rules of the salary cap, the Buccaneers were charged that full amount for the players. But to actually earn that money, each player had to, among other things, block six punts apiece—an exceedingly difficult prospect.
In the end, neither player ended up taking a single snap. Mr. Herron was paid $157,000 and Mr. Chukwurah $71,000, although the team's salary-cap number reflected the full value of their contracts. Tampa Bay, which ranked among the lowest teams in spending last season, has lost all six of its games. Tampa Bay and NFL officials declined to comment."
Not sure how many loopholes still exist with the new CBA, but the "Cash Over Cap" loophole is another big one that allowed manipulation in the other direction.
in all fairness to tampa...if they want to pay me $71k to ride the pine..sign me up.
