I am saying they had no issue in the same exact situation when they flagged Washington, but when OSU tried to substitute they decided to not allow Washington to snap the ball. Apparently they get confused when Washington goes hurry up, but not OSU

Did OSU sub on that one UW got flagged on? Because you do have to allow the D to get on/off if YOU sub on the offense, but you do not have to allow time if you don't. The Huskies didn't sub and were trying to get a play off when the refs stopped them.

No, the flag was valid. The refs seemed to understand the situation about 6 plays prior, but got amnesia about the rules for Washington
