I wasn't watching the intermission so I don't know what rule he's talking about, but if that's true then the rules are wrong. A shoulder to the opponent's head should always be a penalty.

Yeah, he's wrong. Slow-mo shows him slowing down and turning into the hit, but it's so minuscule. Full speed it's a penalty and a head target.
