I made the rounds today and there is no where to turn for help with this stray problem I have,,,,,,very disappointing,,,I wonder what it would take to start a private shelter,,,,,,,,,

Don't that! Then you are starting a puppy farm. I donated heavily to one and then that is what got them. You need vets and the whole gambit which is what they had but a dropped off pregnant number of them and you run out of room. Hence busted, you need to go to a County Supervisor meeting (what they are down here) and push them to do it. You can also call the Humane Society (google it) and tell them what is going on. Call National if ya have too.
