Obviously, ConEd (or whatever it calls itself these days) caved in to the IBEW. And shame on the company for doing so.
Maybe the company was afraid that the union crews would stop working. Maybe the union threatened such a stoppage. I don't know.
All I do know is that the families of anyone who dies needlessly should sue the power company (AND the IBEW, if it influenced the decision) for wrongful death.
