Honestly though, wtf was happening after that goal? Did the refs and assistants not know whether it was batted in or not? Did they just take a wild guess eventually and stick with it?

Easy fix: last 15 seconds of play prior to a goal are reviewable via coaches challenge. You get one, and it's gone after you use it unless the challenge is confirmed. No review would take more than 2 minutes for a ref to confirm so at most you're adding, what, 4 minutes to the end of a half? No big deal.
