are these officials moves? they cant do any of it without the CBA being officially signed by both parties?

They can't be "official" until the MOU is signed, but they are being reported as such.

Anyone have a good laymen term explanation of the MOU? I don't understand why it's significant. Both sides agreed to the deal, signed off...lets go.

pix, back in '95, it was the same situation where the actual CBA wasn't officially in place until the summer, but you need to get a MOU signed in order to conduct business.
