Sounds great on paper. But police don’t take turns shooting criminals and when their life and the lives of others are at risk then they are properly trained to shoot to kill. Shooting someone in leg isn’t always going to stop someone from killing people. Maybe in a video game, but not in real life.

I wouldn’t be surprised if “shoot to maim if no firearm is visible” starts to become a thing soon.
