Actually if any other team save Dallas had put in a waiver claim that team would have gotten him. Waiver rules are based off your teams current league standings during the season. SO had they put in a claim, the Browns have currently the highest waiver position (worst record in the league).

What this tells you is that the Patriots are the only team to put in a waiver claim for him, as the only team lower than NE on the waver rankings at the moment is Dallas.
