Anyone know the history behind the rule that if you swing at a pitch, miss it for strike 3 and the catcher doesn't catch it, if you run to 1st before being tagged or thrown out you are Safe with a Strike out?

Seems like a rule like that would have to have some history as to why it was enacted. I've looked for this before but never found an answer.
