Both seemed like easy decisions to me. They posted mediocre numbers in A ball. Not many teams willing to risk a roster spot for a prospect like that. If they were blue chip prospects, that may have played out differently.Also, Arteaga went unclaimed.

The draft is working exactly as designed. It doesn’t exist in order to have players drafted, it exists in order to have players promoted, and thus, get their clocks started.Only ten players taken in the major league portion of the draft. It is getting close to be unnecessary for teams to protect players from this draft. However, the Rule 5 Draft will only be eliminated if the players' union doesn't care about it. Since it primarily helps minor leaguers (in theory) then they probably won't care if it gets eliminated.
My understanding is that this draft was created to keep teams from hoarding players in their minor leagues when they could get a shot in another organization.
