Without going further off topic, there is soooooo much that is just completely misleading in that. First and foremost, like most other places but to a much much greater degree, you need to look at the area of NYC that you live in.

The only way to get the Packers off a cap violation hook was to have this money delayed into 2024. I'm not sure it's going to work. If this stands up teams would theoretically be able to agree to a 2023 signing bonus that isn't due until 2027. The cap hit wouldn't then start until 2027. However, the player would have an option to 'bring the bonus forward' to any time after June 1 2023. That would mean the player received the money in 2023 but the pro-rata cap hits wouldn't begin until 2024. It would destabilise the salary cap system.

Either way the Packers originally declared the bonus for the 2023 cap and changing that contract re-writes cap history. It'll be up to the league if they want to allow teams to be able to move cap hits back a year purely because they're inconvenient.
