Again, this is one of the top three players in the draft. Yes, running backs may slip a little bit but a top 5 talent ain't slipping all the way to 17.

Don't forget to add Fred Jackson to this list of guys who got hurt badly last year, as well.

That's KC, CLE, DC, NYJ, and BUF who all pick before us who all could use RBs. Even if a team like the Jets needs something else, this definitely falls into the 'take the best player available' argument, and you have no idea how they will draft.

I wouldn't get your hopes up on TR falling to 17

No way he makes it to 17. Personally, i don't think he gets past KC, at worst the Jets. We'd have to move up to get him (yeah...right). However if he does fall slightly it would be less expensive to move up for him.
