If I understood correctly, all the list does is add up the win-loss record of every program in the state.

Louisville and WKU having decent years and Kentucky making a bowl game means they had an overall good record, but not near as many teams.

California gets penalized for Fresno State, San Jose St and UCLA. Ohio has all those MAC schools, Texas has a bunch of lowly mid majors and their P5 teams struggled as a whole as well, and Florida has some weak mid majors as well.
