It depends. I am assuming a 1-0, 9 inning game.

Winning pitcher, pitching at home : 24 pitches (24 first-pitch outs to every batter thru 8 innings)
Winning pitcher, pitching on road : 27 pitches (27 first-pitch outs to every batter thru 9 innings)

Losing pitcher : 28 pitches (27 first-pitch outs to every batter except one, who hit a home run)

Minimum # of pitches thrown in the game by all pitchers : either 55 or 52, depending on the exact situation.
