Some owners already get sphincter shock at the cap with a 53 man roster. Add 7 and you might have to sedate quite a few owners. Because there is no way to add 15% of players to the active roster without adding 15% to the cap. Because no way does the NFLPA let them add to the roster and shrink the pay pool in one move.
