seems to be Russian. I would not trust a russian aviation council that is facing the rampant allegations of un safe air travel in Russia to quote pilot error.

The Interstate Aviation Committee (IAC) (Russian: is an executive body overseeing the use and management of civil aviation in the Commonwealth of Independent States. MAK was established in 1991, when 12 states of the former Soviet Union signed the Intergovernmental Agreement on Civil Aviation and Use of Airspace.[1] The committee is headquartered in Yakimanka District, Central Administrative Okrug, Moscow, Russia.[2] As of 2011 Tatiana Anodina is the director.
The Air Accident Investigation Commission of the IAC regularly investigates plane crashes in the former Soviet republics.[3]
States served by the IAC include Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.[2] At one time Latvia and Lithuania had observer status to the IAC.[4]
