The legitimate uses of anabolic steroids are: replacement therapy for men with low testosterone due to endogenous or exogenous factors; it is also used in some other conditions, but nowhere is "building muscle mass so I can be a better football player" considered a legitimate medical purpose.

Steroids were not banned in the NFL until the late 80's, and weren't a controlled substance in the US until 1990.

We cannot apply today's rules to those teams.
