well he didnt play at all. I dont know all the ins and outs of the situation with a incoming freshman early enrollee transfer

Transfer portal rules can be a confusing mess, but more power has been granted to the schools to make the decision of eligible for the current year or waiting till next year to play.
Oregon needs depth at DB so he'll be out there this fall. He'll start counting as a scholarship right away if he's going to play this fall. He just wont count as a spring enrollee and academically, he'll start classes on the fall with the majority of your 2019 class.
