He has no control of players. A seemingly devil may care attitude towards the young men placed in his trust permeates his office and staff. Next thing you know he will leave one in a hot car in the middle of summer.

They young men are individuals who are allowed to spend time away from campus, and there are too many for Bob to accompany each one in their travels. He is really sorry about this and swears it won't happen again.

I haven't seen all of the details but if Bob was in the car with him then I would agree Bob should share some blame.
