I believe registered voters decide how many electoral seats a state has... it's a dirty political trick that has an agenda.

EDIT: I may be completely wrong, then I also don't get it.

To educate myself, the number of electoral votes a state gets is based on teh number of representative that state has. The number of representatives per state is decided by the population of the state.

With this known, registered voters seem to not affect the electoral college nor the representative process... but I'm still thinking it affects something.. I'll see if I can find out what.
