no, the red lines are the boundaries of the hazard. it's completely within the rules to attempt a shot from inside a hazard - the rules are essentially the same as playing from a sand trap - you can't ground your club, not entitled to relief, that sort of thing.I'm not a rules expert, but don't the red lines mean OB?
