Fred Phelps is the head of the Westboro Baptist Church, which is the group you may have heard of who goes around picketing and protesting at soldier's funerals and anywhere else they can get attention. Their basic shtick is "God hates fags, coloreds, basically anyone who isn't in the Westboro Baptist Church", and when people die in high profile instances they show up and make a big scene about how that person/child deserved to die because they were a sinner and God is punishing them.

They get the money to fund their operation through media attention and suing police departments who don't properly protect them when they are attacked by angry citizens.

If people stopped giving them the time of day, they would go away but people keep giving them attention.
