There is one team (rumoured to be defending Kelly Cup champion Newfoundland) that apparently offered to pay its players through the remainder of the regular season. The Growlers are unique in that the parent Maple Leafs have several players on NHL/AHL contracts there, so the big club is responsible for those. With this added flexibility, there’s room to help out those on ECHL deals.

It was not allowed.

That sucks. I remember reading somewhere that the average salary at that level is somewhere around fast food manager level.

When the Charlotte Checkers were still ECHL, there was a player that came to my apartment complex to do his laundry because a buddy of his lived there and our machines were cheaper. That's how well they get paid.

While the raises are nice, it is not nearly enough. This still does not guarantee minor league players a livable wage. As the Associated Press notes, Triple-A players can earn $14,000 for their five-month season and short-season players can earn $4,800 for their three-month season. Minor leaguers are not paid during the offseason or for spring training.

The total salary cap is probably public knowledge, I'm guessing that's what the info is based on? I remember taking a look when my college teammate signed with the Anchorage Aces in the old WPHL almost 20 years ago and thinking "Um, I really hope you're not passing up on anything 'real' for that" (I seem to recall there were guys at the bottom of the league making like 200-250 bucks a week).
