That sounds like someone who has had to coerce a lot of resignations but has never actually had to try to fire someone I'm not even sure if you're allowed to do it anymore.

Better idea: get rid of offsides. Institute a "3 in the key"-like rule instead.

If you want more action and less stoppage in play having an arbitrary line that you can't cross until the puck has isn't helping to do that at all.
