That wouldn't affect anything. In your scenario, that division winner from the poor division would still get home field if their record was better. In the new scenario, a 13 or 12 win WC team would not have to travel to some 8-9 division winner from a sorry division, like the one you described.

Good teams will almost always lose in other games as well based on SOS.

I love re-seeding. That's just me. I remember Seattle hosting a playoff game with a losing record. I just don't think an 11-5 Tampa/Brady team should have had to travel to play a Heinicke/Skins team that was 7-9.
