Actually I don’t think so. He chose to not press charges against her. The fact they went with strangulation means there is evidence to support it and that is a felony.

I don’t doubt it. She also scratched his face and may have instigated the confrontation. The fact he strangled her is where it gets bad. Even if she chooses not to press charges, the state still can.
