A good coaching staff can do that. Harbaugh and Meyer did that also, but they are good at what they do.

I think we are now seeing why Riley had 3 losing seasons out of his last 5 seasons at OSU.

Exactly. Another 15 to 20 running plays and not only would the game have been shortened, Nebraska would have scored more points, and Illinois would not have had a chance at the end to win. We are now seeing why Riley had 3 losing seasons out of his last 5 at OSU.
