He did retire but he came back with the Wolves and I think he did officially retire again, but i'm not sure. Being he did not play in the league during the 2013-2014 season I think we should say he is not eligible to draft.

As far as I know, Roy retired after being waived by the Timberwolves. Brandon Roy to Retire Again - Sonics Rising
