Those are two darn good questions. Is there a time frame on cashing in a winning ticket/bet and at what point does a change to who won the race retroactively allow people to cash in their previous losing ticket?

Nope, its over. They paid out after the race. Payouts went official after the race. Results of the race would not change for wagering purposes...only for purses, records etc. Just how horse racing works.
