They did it on the one year anniversary of Syracuse's self-imposed post-season ban.
Whenever schools self impose these bans it should be for the following season. The only reason they don't do that is they don't want to hurt recruiting but they fucked up anyway. Pay for it. At least the recruits and transfers should be allowed to know before hand.

This news on top of SMU's postseason ban means two at-large spots will open up at the end of the bracket. It was already setting up to be a bad bubble year, and this just makes it worse.
