I think he's referring moreso to chatting as opposed to Facebook or Myspace etc

To your point there wasn't necessarily a forum like a Twitter that is mainstream and so accessible

People have been saying stupid shit on the internet for a long time, but prior to twitter and facebook people were smart enough to not have direct ties to their true identity and not put out all the personal information on the internet....
