if some of these players aren't seriously injured and expected at camp, what is the purpose of PUP or whatever? Cause it doesn't appear this action opens a roster spot? TC begins next week already.

I think you have to put a guy on the NFI list prior to training camp. You can't add him after-the-fact. So if they put a guy on the list now, and he has a setback, you wouldn't take up a roster spot on him after the cut to 53.

But if this is the case, you could place a LOT of players on it, just in case they get injured in TC.

They have to actually have an injury before you put them on the list.
