Simple. Each game would be simulcast on an over-the-air station (aside from CBS affiliates) in markets in which the participating teams are of interest. State flagship schools could be seen over the air throughout the entire state, while other schools might be limited to the TV market they are located in.

Affiliates of the CW, which is co-owned by March Madness rightsholders ViacomCBS and WarnerMedia, would be prioritized. Affiliates of other networks could show games if Turner networks are airing multiple games with local teams at the same time.

In markets without an OTA CBS affiliate, the local stations that do exist would be permitted to show CBS games if they involve a team of local interest. Like NBC affiliate WHIZ in Zanesville, which would be able to show Ohio and Ohio State tourney games regardless of what network they are on.

This would be done in recognition of the fact that there are still people who only have an antenna. The NFL has maintained a similar policy for games aired on cable networks since 1987.
