I think the eligibility requirement is 5 years post-retirement. So he wouldn't be eligible until 2020. Miller's last season was 2015.

I understand why Troy wants no part after how Tomlin ran him out, but for the good of the franchise that fence needs mended. Players like Troy are transcendent to the game. It hurts both sides if they don't figure it out.
