I'd favor a rep system where everyone starts with a fixed endowment of reps, and for every rep, whether negative or positive, your endowment is decremented. Anyone who has a rep above there endowment is then pretty clearly a tool who never gives out reps, or a really good poster.

The key to its success is its ambiguity. The only thing that is clear at first glance is that you will either respect or despise the poster... or both.

Miserly hoarder of wealth, or exceptionally productive member of the community. How to decide?
