Two completely different things. Brady's was over thrown by a mile and the contact came very close to the ball getting there.

Hightower however was faceguarding. Which as was pointed out is a penalty if there is contact, which there was. He completely tackled the guy he was covering, he had no idea the ball was thrown that way.
