My observations on why power play sucks, and has been pathetic most of Sutter era:
(1) Absolutely horrible entry system with very talented players
(2) Sutter often rolls lines even on pp, i.e., putting non-skilled players like Clifford and Lewis on ice, and short shifts instead of keeping studs out there

He tries to "reward" the non-skilled players with a PP chance and kill it in the process.

The zone entry is the biggest problem. They get stood up at the blue line far too easily and almost look like they don't know how to dump and chase to get the puck in. When they do dump it in they forget the chase part.
