I like this tiebreaker. I think regulation and overtime wins are more significant in determining the quality of a team than shootout wins. I think that division records should be the second tiebreaker.

Regardless, the Penguins match up better with the Lightning than the Sabres right now, despite noted history. As long as the Penguins keep the pace slow, the series will be theirs.

I think that is more logical than rating certain wins higher than others.

Shootouts don't measure your ability to win in the playoffs. Overtime victories do. Granted, it's not perfect, since you'd have to have a very odd set of circumstances to play 5 minutes of 4 on 4 hockey at the start of the first overtime to properly emulate the regular season version, but that's a hell of a lot more likely to happen than to have each team get 3 back and forth breakaways in overtime. And then the team that scores first doesn't automatically win.

I do think the first head to head tiebreaker should be season record. Just makes more sense.
