It doesn't seem to indicate that teams were paying players; agents were paying players and families so they could get their business after college. There was one instance listed I think with PSUwhere the coaches asked for a player to get something in return for staying at the school. But it doesn't suggest all those teams knew players were getting paid by agents.

"He did reportedly outline an instance where he paid the father of a Penn State player $10,000, at the request of an unnamed PSU assistant coach, to get the player to stay in school rather than enter the NFL draft. Blazer then claimed the player declared for the draft anyway and the player's father paid him back.

Blazer did not provide any information relating to whether or not other schools were made aware of his alleged payments. "

If Michigan did, I submit we forfeit all wins from those years. :D

Otherwise, sounds like something that happened at the individual player level that many of these schools might not have known about.
So just a slap on the wrist.
