I agree, but I think the refs want to make it clear that they don't want this one to even look like it might go out of hand. The Isles have gooned it up a few times already this year, and we all know what the Flyers reputation is. The refs probably just want this game over as quickly as possible so that they don't have to deal with the possibility of a brawl instigated by a team that doesn't have much to play for.
