It's not, just states 40 because a guy could cut all his players. All teams must have 40 at the end of the draft. So it says 40 when it's really until all teams have 40.

At the end of the draft everybody is supposed to have 40 players. Talking with some of you guys earlier during winter time we spoke of doing away with the 35 keepers prior to the draft. So you prolly need to have the trade in place prior to the draft. We can also freeze the draft and make trades during it. So it should be doable either way.

The system is set to 35 keepers... It can be changed to whatever we all decide on.
