It seems like at this point they could be anywhere from a top10 team to a fringe top25 team.

Not really. Boise is a shell of what they were a few years ago, and Illinois isn't good.

I think definitely better than they've been in a long time. But we still need time to know how much better.

UW has a lot of pieces on offense and will score on just about anyone, but...
they are still committing way too many penalties.
their new upstempo style is a work in progress and they make some mistakes they won't be able to get away with against great teams.
they have been playing a bend, but don't break defense and that isn't going to be good against stanford or oregon and likely will be exposed by other teams like arizona and UCLA.

they do have real depth, but they need to prove they are for real against real talent and do so with consistency.

If you asked me to peg them now, i'd say upper teens. They may have the ability to go higher, but their schedule doesn't set up well for it. I wouldn't see them doing any better than 9 wins and that may be optimistic.

Washington is stout. Might beat Stanford again this year but won't beat Oregon.

(I say Oregon is the best team in the nation)

Oregon needs to play some more legit teams before I say that but I've got them ranked #1 for the time being due to just shear dominance over Tennessee.

If Oregon can clean up the penalties, I'd feel comfortable with them at #1. Just too much sloppiness right now for me to say they are better than Alabama.

I would say they should be around #15 right now. If Keith Price stays consistent they could give several PAC teams real problems.

They've beaten a Boise team that's lost most of its talent on both sides of the ball, and a perennial bottom feeder in Illinois.
