What happened with Bailey's FG? Did Garrett call timeout on his own kicker?

Garrett called a timeout just before the snap and the kick was successful. After the timeout Bailey's kick was just short. Even before that, however, Romo and company were driving under a minute and had two timeouts and let the clock get down to under 10 seconds with two timeouts remaining in his pocket.
