I'm not really a team tank guy, I don't even think there should be a draft lottery, Bettman always talks about the parity in the league, then throw all 16 teams that miss the playoffs in a hat and give all 16 teams an equal chance of getting the top pick.

I mean, the draft lottery allowed one team to have the 1st overall pick in three straight years and 4 out of 6. You'd be hard pressed to do that pulling team names out of a hat.
