1) It was called "roughing" because there isn't an official penalty called "sucker punching"

2) Sherwood was playing to the whistle and got a slashing penalty for his whack on the goalie. But the fact remains the whistle came as Sherwood was on his way down from the sucker punch. He was all the way behind the net. and a full second + past the glove tap.
