What would deter this activity is for the money donated to be given to the opposing party when caught.

This is some incredibly predictable shit - corporation brings in outside help from a community to help diversify their workforce and promote opportunity in disadvantaged communities, outside help isn't perfect, corporation takes entire blame for trying to be progressive in their hiring practices.
