I don't know the process up there (probably involves Maple Syrup), but it used to be if you didn't get one down here, there was a reason.

Edit to add: You don't get denied necessarily for something like smoking pot in high school. You get denied for lying about smoking pot in high school.

I mean, I've acquired security clearances for jobs both in Canada and the USA. States was certainly more rigorous, but it was straight-forward in both countries.
In a previous life as a low budget CSO because no one else wanted to do it (lol), I had secret status (level 2 clearance) as i was exposed to possible information that could harm Canadian security. There was reliability status and CSIS screening but for me it was quick and easy (although they asked about my dual Italian citizenship - lol).

We had Chinese born employees who needed to get this level clearance and it took forever for some of them to get clearance. Was a headache because our facilities/buildings had to be cleared as well and without the clearances for the Chinese born employees, they could only work in one building that we decided not to get clearance for. If we were ever surprise audited by govt inspectors and they were present in the secret level facility, we would lose our clearances (and our national contract).

For top secret clearance in Canada that Millhouse needs, its the same reliability check (honesty and loyalty check) as level 2. The additional check is an enhanced CSIS check " to assess whether there is reasonable cause to believe that an individual has engaged, is engaged, or may engage in activities that constitute a "threat to the security of Canada," Also they look at more comprehensive 10 year background information than level 2 " foreign travel, foreign assets, character references, education, military service "

knowing he wont get this clearance done, I would never vote for lil PP
