I have no problem with the ruling. Some of these guys are getting greedy now that they've loosened some of the rules. But on the greens there are no bad lies so no incentive to improve your lie by "accidentally" moving the ball, so it makes sense to let it slide there. That isn't the case off the green.

If you want to make a clear rule you would leave "intent" out of it.

But watch out when a governing sports body uses intent in a rule.
It's give them the wiggle room to apply the rule at their discretion. In other words, they could apply the rule when it does not hurt ratings and don't when it does.
