Hate the move because he does not instill the confidence that he can right a ship. He had talent in Philly and didn't understand how to use it. He kept using DeMarco Murray in the McCoy role which Murray is not suited for. Further, his defenses are historically some of the worst. You throw in noodle arm Gabbert who can't throw for a 1st down on 3rd and 5 (not saying we have options, just stating facts) it makes for a messy upcoming year.
If Kap is on the team opening day Gabbert won't be the starting QB anyway. I also think this is a high risk/high reward deal. The front office is feeling the pressure and didn't want to go with a rookie QB and have a bust season again. It'll mean Baalke's job and he know it. His only chance is getting a guy who can salvage Kap and I would pick Kelly over Shanahan for Kap as well.
Shanahan hasn't developed a QB ever unless you count Griese and we saw with RGIII the dual threat type of guy doesn't fit Shanahan. He also wasn't popular with his players by the time he got fired from Washington either and he's been out of the game for two years and it's not like people are banging down his door for his services either.
Kelly isn't my ideal hire either, but it's a lot better than what we had and if he can salvage Kap it saves us from a decade of crap.
